The search for a new Prime Minister remained incomplete on Friday as Nepal's Constituent Assembly failed to elect a leader for the second time in 48 hours. neither of the two candidates — Unified Communist Party of Nepal-Maoist (UCPN-M) chairman Prachanda and Nepali Congress's Ramchandra Poudel — secured the minimum number of votes in the House.After the votes in favour of each of the candidates was counted, Speaker Subash Nemwang declared that both Poudel and Prachanda were "defeated". The Constituent Assembly will meet again on August to elect a new Prime Minister, a post that has been lying vacant since July 1 following the resignation of Madhav Nepal, who has since been continuing as caretaker Prime Minister.In Friday's polling, Prachanda secured 241 votes in favour and 113 against with 218 members staying "neutral". Poudel secured 118 votes in favour, 241 against, while 214 remained "neutral".The Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) withdrew the nomination of its candidate and party chairman Jhalnath Khanal on July 21, the day the first round of voting took place. Khanal was assured support from 391 members, however, the CPN-UML took a stand that it would support a consensus government and not accept the PM's post if there was less than two-thirds majority in the House. The party remained neutral on Friday.Meanwhile, the Madhesi front — despite visible fissures — released a five-point charter of demands, asserting that they would decide whom they will support depending on which of the two candidates favours their demands.The Madhes groups have been demanding an autonomous and integrated Madhes province that will have around 23 per cent of the geographical area and 48 per cent of the total population, a demand that all other parties are opposed to.The Madhesi Janadhikari Forum (MJF) is apparently divided with one of its members, Jaya Prakash Gupta, supporting Poudel and party chief Upendra Yadav backing Prachanda. However, the two have decided to wait for a response on the demands made by Madhesi parties.
